FY 2015 Promoting Strategy and Action Plan of Illegal Waste Disposal Case Management

In order to stop the industrial waste illegal disposal and enhancing the IDMS, this project was to establish a list of higher priority sites with cleanup suggestions of 10 sites, assist enhancing IDMS functions, upload at least 25 site history, revise related operation procedures and regulations, and provide at least 20 legal services. This project established a list of continuing controlled sites from the IDMS, used and the screening procedure established in 2014 to enlist sites of higher priority. 33 sites of higher priority would be clarified of responsibility on the public lands and related to the soil and groundwater remediation sites for relationship. 10 sites out of the higher priority sites were selected for cleanup suggestions and cost estimation (Appendix 1). For the relativeness with the soil and groundwater remediation sites, the data in the IDMS and SGM systems were compared and 42 sites were possibly related. 8 out of the 42 were identified with positive relativeness. Besides, a proposal of the function enhancement for the IDMS focusing on soil and groundwater remediation sites was provided (Appendix 4). With respect to the establishment of the site history records in the IDMS and based on the meeting minute on January 23, 2015, a proposal revision was made for enhancing the IDMS (Appendix 2). A public meeting was conducted by the Environmental Protection Administration (EPA) on May 8, 2015 to test the revised IDMS along with 17 local environmental protection bureaus. 32 sites were used for the test. Through the test results (Appendix 3), the data completeness of the 12 local governments finishing the site history uploads reached 80%. Another public meeting conducted on November 3, 2015 opened up the testing opportunity to all local governments. With respect to the operation procedure revisions and consultation services, a cleanup procedure for private lands (Appendix 5) was established. This procedure incorporated a procedure regulation promulgated on January 13, 2014 (Document No. EPA-Waste 1030002433) and other procedures promulgated on February 19, 2014 and July 29, 2015 with the IDMS. Along with the enhancement of the IDMS, an operation handbook was revised and the web version of the handbook started downloadable on April 30, 2015. Several other services were also provided, such as 23 legal services (Appendix 6), 2 meetings with presentations, and document preparation for the requests from the Control Yuan.
